- Citizenship of the Republic of Kazakhstan.
- Commissioned primary-market housing that meets the bank's requirements.
- A down payment of at least 20%.
- Continuous verifiable employment or business income.
- No housing in Kazakhstan owned by the borrower or spouse during the previous 18 months, except for the program's stated exemptions.
- No outstanding residential mortgage and no previous participation in 7-20-25.
Why meeting the rules may not be enough
Disbursement depends on the participating bank's available limit, its affordability assessment, and approval of the property. Under the current rules, the maximum property price is ₸30 million in Astana, Almaty and their suburbs, Aktau, Atyrau, and Shymkent; ₸25 million in Karaganda; and ₸20 million in other regions.

Can I buy a resale home?

No. The bank checks income, debt burden, credit history, and the property; disbursement also depends on its available limit.
